- Deep packet inspection — The government employs DPI technology to detect and block VPN traffic
- Prohibitive costs — Internet access is extremely expensive relative to average income, further limiting access
- Surveillance — Citizens face monitoring of their online activity, with reports of arrests for accessing banned content
